Terms of Reference for a Senior Key Expert

 Title of ToR: International Senior Key Expert specialized in reporting wars and conflicts 

 

1.  Overall Description

Georgian Center for Strategy and Development (GCSD) with the financial support of the United States Embassy in Georgia is implementing the Strategic Communications Program. The program aims to increase the strategic communication capacity of the state institutions and support the development of an effective strategic communications system in the country.

4. Assignment Objective(s)

GCSD is looking for an International Expert/Organization to support the Ministry of Defence in Promoting the growth of informational resilience for media representatives in war situations by creating a handbook.

 

Main Tasks/Activities

The main task is to create a handbook for media representatives on maneuvering during wartime.

The handbook should be (Approx. 30 pages) in digital format covering the following possible topics: 

  • Physical needs of journalists in the conflict zone;
  • First aid guidelines in the conflict zone;
  • Protection of personal safety during wartime;
  • Rules for protection of physical and informational security in different situations;
  • Rules for reporting include releasing combat casualties and sharing other sensitive information;
  • Informing journalists and providing them with the information they need about various challenges, disinformation detection, and other techniques of possible adversary actions;
  • Rules of behavior of attached and free journalists during the war, their rights and obligations.

  • Handbook for Media Representatives (Approx. 30 pages);

6.  Timing and duration

The working period: September 15 - November 30, 2023 

 

7.  Reporting

Prepared materials shall be delivered to GCSD and the Ministry of Defence for review and approval.

 

8. Expert Profile

Senior Expert in War correspondents field

 

Basic Qualifications and Skills

  • Preferably holds an advanced degree in one or more of the following disciplines: Conflict Management, Crisis Communication, War correspondence, Media and Mass Communications, Strategic Communications, Political Science, or another appropriate field;
  • Knowledge and prior experience in reporting wars and conflicts
  • Fluency in written and spoken English;
  • Computer literacy and excellent communication skills.

Essential Professional Experience

  • At least 5 years of working experience in the field;
  • Experience in drafting and delivering subject-specific handbooks.

Additional Professional Experience Will Be Considered As An Asset:

  • At least 5 years experience working in/with media on war correspondence;  
  • Relevant experience in working for governments and/or international/media organizations on reporting wars and conflicts.

 9.  Performance Indicators

The indicators reflecting the expert's performance are good planning and execution of the assignment, timely advice to the beneficiary and timely presentation of results and outputs, and quality of the document to be provided to the project team and the beneficiary.

Experts/organizations will be selected by the project team based on curriculum vitae and Letter of Intent. The letter of intent should include the methodology and budget estimates for the completion of the task. 

 

10.  Evaluation of work 

The performance of the task will be assessed by the Project Director and the Ministry of Defence based on performance and the report from the expert.
